Electoral system context
National Council seats are allocated proportionally through regional, state and federal stages. A party normally needs the national threshold or a direct regional mandate to participate in allocation, so small changes around eligibility can have consequences that a smooth trend does not show.
Party and bloc rationale

Polling limitations
